FOREWORD

The Key Issues in Bilingual Special Education Work Papers were developed by the Office of Vocational and Educational Services for Individuals with Disabilities (VESID) of the New York State Education Department (SED) to provide technical assistance to school district personnel on issues related to bilingual special education. The Work Papers are meant to be an introduction to topical issues and include a two page overview of the issues and are accompanied by an additional document to supplement the topic and to provide citations for future investigation.

The papers were developed by Peter M. Byron, Ph.D., from VESID under the supervision of Fredric DeMay, Coordinator of Program Development and Support Services. The materials were reviewed by members of the New York State Bilingual Special Education Network. Particular thanks are given to Wilma Jozwiak and Ellen Chernoff from Capital District BOCES and Laura Paris from VESID who patiently reviewed and edited the initial drafts. ERIC Digests are attached to each of the Work Papers. Hopefully, this document will rekindle an interest in this national treasure.

These Work Papers are available through electronic access at the Bilingual Special Education Resources Network, a member of the VESID Lifelong Services Network, and are updated periodically to reflect the changes in educational practice and SED policy.
